The program covers two core areas: FMCSA safety and compliance management, and IFTA fuel tax administration. Together these cover every major regulatory obligation a motor carrier faces at the federal and state level.

 

Module 1 — FMCSA Regulatory Framework

An overview of how FMCSA enforcement works, how the Safety Measurement System (SMS) generates CSA scores, and what score thresholds trigger intervention. Carriers learn which BASIC categories (Unsafe Driving, HOS Compliance, Driver Fitness, Controlled Substances, Vehicle Maintenance, Hazardous Materials, Crash Indicator) affect their score and how each violation is weighted.

 

Module 2 — Driver Qualification and File Management

Deep dive into building and maintaining Driver Qualification Files under Part 391. Includes pre-employment screening requirements, ongoing MVR monitoring, medical certificate tracking, CDL verification, and how to document re-qualifications. Participants build a DQ file checklist tailored to their operation.

 

Module 3 — Hours of Service and ELD Compliance

Practical instruction on the HOS rules under Part 395, with a focus on how to review ELD records for violations before they become CSA points. Covers duty status entries, edit procedures, unassigned driving time, and how to respond to driver violations.

 

Module 4 — Drug and Alcohol Testing Program Administration

How to set up and run a DOT-compliant drug and alcohol testing program under Part 382. Covers selecting a C/TPA, managing random testing pools, handling reasonable suspicion situations, post-accident testing timelines, and return-to-duty procedures. Includes the supervisor training documentation requirements.

 

Module 5 — DOT Audit Preparation and Response

What happens during a compliance review or new entrant safety audit. How to prepare a complete file set for review, what examiners look at first, how violations are cited and scored, and how to respond with a corrective action plan. Participants work through a simulated audit scenario.

 

Module 6 — Safety Program Administration

How to design a safety program that demonstrates active compliance management: annual driver training documentation, safety meeting records, accident register maintenance, preventability determinations, and corrective action tracking. Covers what a safety-conscious carrier looks like to an FMCSA auditor.

 

Module 7 — IFTA and State Permit Compliance

Full IFTA curriculum (same as the standalone IFTA Filings and Permits Training): quarterly filing, mileage and fuel record requirements, and state operating permits for CT, NY, KY, NM, and OR. Safety managers at carriers operating in multiple states leave with the knowledge to handle IFTA independently.
